speed and performance information

When I look at my system information, it shows that my Windows Experence Index Rating is Unrated, so when I click on this link it takes me to the Speed and Performance Information page. and says "Rate and Improve your computer's perfomance" Last rating 08/02/2007 13:06:19. but the rest of the page is blank any Idea how to get this page woking again, or how to reset it. I ahve recently installed a second Hardrive and a TV card so if im correct it should let me rerate my index
