Parental Controls - Logging Email/IM

I see that Windows Vista is capable of logging Email usage as well as IM usage. However, I can't seem to get it to start logging. It states that there currently isn't a session or a compatible application (or something along those lines) I have the newest MS Windows Live Messenger so it should be compatible. I also have outlook 2003 installed or can set up Windows Mail to be used, but it won't track it either. How do I get it to start tracking?
