Opening sidebar

Hi im using windows vista for about 2 weeks and there's a probelm. When i try to open my sidebar it says "Windows sidebar is manage by your system administrator." and it wont open. I am using an administrator account but y did it says that?...

    Hi TOP,This happens if the TurnOffSidebar Policy had been applied using Group Policy Editor, or using a thirdparty program. For standalone systems, you may use the following REG file to restore the Sidebar functionality back.winhelponline.com/fixes/sidebar_enable.regDownload and save the file to Desktop. Rightclick the file and choose Merge.
