does user account control have to be on when sharing files

I like most everyone else am having trouble with opening Vista file/folders when on my XP. I get the dont have admin rights, etc.....Does user account control have to be on in vista when sharing files?This issue is a big one that Microsoft needs to address. This seems to be the big trouble area within Vista.
