blank page on startup

I got my new pc last month, everytime I start my computer a blank page loads with it. it's annoying me but I can't figure out how to make it go away and when I click on the blank page window it goes all white and I have to push the windows button on the keyboard or clt+alt+del can anyone help? my email is lvn98dgrz@aol.com thanks!
